2026/27 Budget

The 2026/27 Mayor's Proposed Budget & Business Plan has been developed based on maintaining existing programs/services at current levels. Any service enhancements, reductions or new proposals will be presented as 'program changes'.

The Mayoral direction MDIR-2025-004, issued on November 6, 2025, instructs staff to implement necessary amendments to the 2026/27 Mayor's Proposed Budget and Business Plan.

The following Mayoral directions have been issued as they relate to the 2026/27 Mayor's Proposed Budget & Business Plan:

The capital budget covers building and rebuilding things such as roads, municipal facilities, or buying new vehicles. The operating budget covers the daily expenses of delivering municipal services, such as salaries and wages, supplies and energy costs.

For every tax dollar spent:

  • $0.51 is retained by the Township of Springwater
  • $0.33 is retained by the County of Simcoe; and
  • $0.16 goes towards Education.

For a typical single-family home in Springwater assessed at $497,000, the proposed base budget amounts to $243.60 over 2024 levels or $20.30 per month.

The Township’s budget totals $96.5 million:

  • $30.4 million in operating expenses
  • $38.5 million in carry forward capital projects
  • $20.7 million in new capital expenses
  • $3.5 million for water operations
  • $3.4 million for wastewater operations

Under Ontario’s Strong Mayor legislation, which came into effect in the Township of Springwater on May 1, 2025, the Mayor is to propose a budget to Council by February 1, 2026. Under this framework, the Mayor presents a proposed budget to Council that sets out how the Township will allocate resources to deliver everyday programs and services for residents and businesses.

The 2025/26 Budget & Business Plan was approved at the December 18, 2024, meeting of Council.

Tax Change

The Township’s budget was approved with a 5.78% Township tax increase over 2024 rates. When combined with the County of Simcoe’s approved tax increase of 3.625% and no change to the education rate, residents can expect to see a 4.06% blended tax increase on their 2025 property tax bill.

For every tax dollar spent:

  • $0.51 is retained by the Township of Springwater
  • $0.33 is retained by the County of Simcoe; and
  • $0.16 goes towards Education.

Tax Impact

For a typical single-family home in Springwater assessed at $497,000, the approved blended rate amounts to $179.44 over 2024 levels or $14.95 per month.

The Township’s budget totals $89.3 million:

  • $27.7 million in operating expenses
  • $33.8 million in carry forward capital projects
  • $21.4 million in new capital expenses
  • $3.4 million in water operations
  • $3 million for wastewater operations

The 2024/25 Budget & Business Plan was approved by Council on December 6, 2023.

Tax Change

The Township’s 2024 Budget was approved with a 1.22% net tax increase over 2023 rates. When combined with the County of Simcoe’s approved tax increase of 3.7% and the education rate which is assumed to remain neutral, residents can expect to see a 1.83% blended tax increase on their 2024 property tax bill.

For every tax dollar spent:

  • $0.49 is retained by the Township of Springwater
  • $0.34 is retained by the County of Simcoe; and
  • $0.17 goes towards Education.

Tax Impact

For an average home in Springwater assessed at $497,000, the approved blended rate amounts to a $79.34 increase over 2023 levels, or $6.61 per month.

The Township’s budget totals $70.9 million:

  • $24.9 million in operating expenses
  • $20.9 million in carry forward capital projects
  • $19.3 million in new capital expenses
  • $3.2 million in water operations
  • $2.6 million for wastewater operations
